The following information should answer your qquestions:
324263 HOW TO: Configure the Simple Network Management Protocol (SNMP) Service
http://kb/article.asp?id=Q324263
189131 How To Programmatically Trigger a SNMP Trap
http://kb/article.asp?id=Q189131
According to the FAQ on this link http://www.ece.ucdavis.edu/ucd-snmp/FAQ.html UCD-SNMP
does not run on Windows.
There is a net-snmp for windows you may want to check out:
http://www.net-snmp.org/

'--'Hello,
'--'
'--'I have a 3ware card that I would like to generate customer SNMP traffic for.
'--'I have a DOS client that can harvest alerts from the card but I am not sure
'--'how to send the alerts out. What utilities or scripts can I use to generate
'--'outbound SNMP traffic for my particular events? I already have a SNMP
'--'target server that will collect the traffic.
'--'
'--'Can I send SNMP traffic from a WMI script or Resource Kit tool? Guidance
'--'would be appreciated.
'--'
'--'Has anyone used UCD-SNMP on Windows?
'--'
'--'Anything that you can recommend to get me going in the right direction would
'--'be appreciated.
'--'
'--'TIA.
