Anyone know if it's possible to upgrade (possibly classified as a downgrade)
a 2003 Enterprise server running exchange to SBS 2003?

That in-place upgrade/downgrade can't be done (you are blocked technically
and license-wise). From a technical standpoint... you could circumvent this
doing a migration (using a spare box as a server). License-wise you would
need to buy everything new.
