Are you actually logging into the client Exchange server mailbox or do you
get and error that says something like "cannot connect to Exchange server.
Do you want to open the default folders"? Do you connect to the Exchange
server or an outside email host providor using pop3 and a pst file?

Each client machines logs into the server and I am testing a user machine on
the server and it looks like everything is trying to go through exchange. I
don't really need anything to go through exchange but if that is what needs
to be done then so be it.
I just need the contacts and emails back..

Exchange is the main reason for buying SBS so yeah I think it needs to be
done.
I can't think of one reason why you wouldn't use it if you have SBS.
What the man who is trying to help you with is the data that you cannot seem
to retreive for your 'client'.
If you never had an exchange or imap type server before which is likely,
then all the data you are looking for will be stored in a not-so-little file
named blahblah.pst. This is Microsofts answer to personal storage of Outlook
data.
Have a search on your 'clients' machine for such a file and remember to
include hidden and system folders. Then using your newly installed Outlook,
open the files to see what is in them.

So let me ask you. When you first open Outlook what happens? And have you
confirmed that this is the person's mailbox? If it is the persons mailbox
and you are on the Exhange server then obviously their mail no longer
resides there and you will need to restore it from backup. Also confirmed
that they were not using personal folders and were having their incoming
mail delivered there. Go to Tools/Email Accounts and verify the email
account.
