It might be possible to have a script running on a workstation that will
check to see if the messenger is running and if it is not, then launch
messenger. Years ago I worked for a company with this brilliant programmer
and sysadmin who did something similar to what you desire. I have worked
with several companies that had these types of people...not to alienate
anyone.
He programmed an aplication, which ran as a Windows service in the system
contect, that checked to see if a specific application was running. If it
was not running, this service would launch the application in the user's
context. If the user was logged out, the application would not launch.
Only one instance of the application could run at a time. Some viruses do
this, so such an application may get dinged by heuristics nowadays.
To my knowledge, there is not a way to prohibit a user from exiting an
application. It may be possible to program a custom client, which does not
have the ability to exit...though, again, I am not sure if that is possible.
User education gives us IT types jobs. Teaching decreases the number of
helpdesk tickets, generally. The downside is that the less complex
problems, which are 5-15 minute ticket closures, start to go away. This
eventually affects the helpdesk's numbers and makes them appear more
inneficient. Sometimes it's fun to take the easy calls and talk to the
folks that use your (well, corporate) systems. Except for the ones that are
always mean and always yell. There is a special place for them, but the NHL
is still on strike. *sarcasm off*

The reasoning is this: We receive calls about not being able to use IM,
when infact the user has closed WM or signed out unintentionally.
