You can't create folders in SharePoint Team Services (this newsgroup), so I
presume you are using Windows SharePoint Services.
You'll find its newsgroup at microsoft.public.sharepoint.windowsservices
please post WSS questions there.
(This is how WSS works, the only known way round it is I think to group your
documents then folders always come first. If that doesn't help and for
follow-ups please post to the WSS newsgroup)
