basically it can't be done
when you setup Exchange you told it that it was responsible for all mail for
"mydomain.com"
It assumes are mail for that domain must stay with in Exchange.
Now you can circumvent this but its not pretty
You would have to create these "external" users as mail enabled contacts in
AD
but the email address would have to be any domain other than your pop3
domain. So if they have hotmail, yahoo or some other free email address you
could have it sent there.

Hi Steven,
What you're doing is trying to share an address space with a foreign mail
server.
Thanks to Ricky Morris (MS), a complete description of the problem and the
solution:

For discussion's sake, lets say that:
1. The domain name of the SBS 2003 server's Active Directory forest is
internal.loc
2. The Exchange 2003 default recipient policy is configured with two SMTP
addresses:
a. @internal.loc
b. @isp.net
3. You have run the CEICW and entered isp.net for the Internal domain name
for which the Exchange server will receive mail for your
users.
4. You want to send mail to a userbbb@isp.net, but when you do so, the
Exchange server generates an immediate non-delivery report
because there is no userbbb in the Active Directory.
To share the address space @isp.net with a foreign mail system (in this
case, the ISP's POP3 server) you must configure the Exchange
server's default recipient policy such that the Exchange Organization is not
"authoritative" for all mail delivered to the @isp.net address.

OK, now what?
Well, you open the Exchange System Manager, bring up the properties of the
Recipient Policy (on SBS 2003, there is normally only one
recipient policy, call the Default Recipient Policy.) Follow the article
above to check whether the Exchange server is authoritative for
@isp.net. If it is, set the secondary SMTP address space as primary (if
there is only one SMTP address, add another, @bogus.net, for
example.) Once the secondary SMTP address is set as the primary, you will
be able to edit the @isp.net address to uncheck "This Exchange
Organization is responsible for all mail delivery to this address" check
box, click OK and set the @isp.net address as primary like it was
before.
Exchange will now accept mail for external recipients using the @isp.net
domain, and after verifying that they are not homed in the Active
Directory, will send the mail to the designated mail exchanger for the
@isp.net domain without generating an immediate NDR.
