In STS, how can I create a shortcut in a document library to a subweb?

You can add a new field to the document library of type hyperlink.

Or you can amend one of the Views by adding a link to the web page if you
want the link on the page rather than different links in each doc lib
record.

Can you confirm that you really are using STS and not WSS (Windows
SharePoint Services).

STS has been replaced as a product by WSS since October 2003 so it's odd
that you are "new to this" if you are running STS.

(Open List / Modify Settings / Add Field (select type of field=Hyperlink and
repeat the choice))
