I have a WSS Site that returns an error when a user trys to post an
item to a list.

SQL Error
The SQL Server might not be Started.

I have rebooted the server, restarted IIS, checked permissions, and
the site is still accessible however we cannot post to a list.
Any Ideas?

Could you be getting cached pages somehow? Is SQL Server running on the same
box as the Web server? Is you content database on a database server
different than the config database?

Perhaps your SQL Server is not running. Have you tried using SQL Server
Service Manager to Stop and Start your SQL Server instance? This is
necessary sometimes; for instance, SQL Server does not automatically restart
when you apply SP3a.
