When file versioning is enabled, you can modify the document even if it's not
checked out. It creates a new version of the file. How can you make sure only
one person is modifying the document at the same time? (How do you force the
users to use check-in/check-out?)

As far as I know, in the standard product you can't force a user to check in
/ check out a document.

The thing you discovered with documents when versioning is set has been
reported before here and seems to be a "feature".
