I was wondering how do you create WSS Site Templates?

You create a site template by modifing an existing site. Then goto site
settings --> Goto Site Administration and choose Save site as template.
This will create an .stp file which you can import via stsadmin. It will
then be available in the template list when you create a site.

You could however also create a site definition. This is more work to
perform, but could benefit you in the end, depending on your purpose.
