How can I get subsites to use the same template as the
portal site, instead of picking from the given template
list ie: Team site, blank site, document workspace, basic
meeting workspace, etc. so that the subsites have the
full range of web parts that are available on the portal
site. |

You can use areas in the portal. Areas are "special" SPS sites that are site
templates themselves, but behave more like pages within the portal site.
