Does the Domain Admin group have the ability to view all sites within
Sharepoint even if they have not been given access to a specific site? Is
this due to the domain admin group having rights over all applications such
as IIS that give them the ability to view these sites?

All local admins (including Domain Admins) on the Web Servers have full admin
access to everything and you cannot currently change this behavior.

They do and basically it is so that if security gets screwed up for some
reason (i.e. someone accidentally removes permissions for everyone on a
site) they can still get in and fix it.
