I would like to implement security on Document Libraries
at a folder level. ie a user can only see folders or at
least access folders that they have rights to.

Is this possible with SharePoint Portal Server? If not
does anyone know if there are any web parts available that
do have this functionality?

No native function of sps portal can do that level security. U may need code
urself to use a Dl as a folder and combine the DLs toegther in a new display
format.

It is certain the work is a bit awarkward.

Folders within a document library cannot have individual security associated
with them. Sounds like they would be a good candidate for a separate
document library.
