I have a rather unusual request. My boss wants some users to be able to log
into the domain so they can have internet access and printing but doesn't
want the users access to any information on our file server. He would rather
they not even see the shares on the file server. Is there a way to prevent
network browsing?

You can hide shares using the $ suffix.
If you set the permissions on these shares to exclude the user than you
should be covered.

It's difficult to completely "Blind" a savvy user though.
IMHO if you have so little trust in the user not hacking the system they
shouldn't be working for you in the first instance.

Alternately re-design your network and connect them directly to the
Internet modem/router and buy a cheap printer for them to use eschewing
the Domain completely.
