As a Administrator of Overall Sharepoint Portal, I created many department
sites. I grant the owner of department sites Administrator rights. And
subsequently, the department site owner would like a site to be totally off
limits to the administrator. Is that possible?

After removing my userid from their site's user list, I'm still able to
perform Administration functions in that Site. I wonder is there a reason
for this purpose.

Not possible and by design. The box Administrator will always be allowed to
gain access to the sites irrespective of the sites security. That is unless
the SharePoint box does not have any Administrators.

This is basically a fail-safe mechanism so that an Administrator does not
inadvertedly remove a site administrator and thereby rendering the site
useless.

Is there any white paper or documentation on this? I need some proof for
such a finding.
