I have created several sites to be utilized in a VBNET Application.
That part is working fine. How can I disable the 'Create' , 'Site
Settings',
and Modify Shared Page for the Users? Are these options associated to the
active directory lookup and the access of the User on the Server? Please
advise.

Only users defined as Administrators or Web Designers have access to those
functions ootb.
