How do I display(not data view) a web part which is located on the Portal
Level website, in a Subsite SPS website?

so could it be more specific, what kind of web part? DL web part? list web
part? or content editor webpart? and where do u display the webparts?
sub-areas? or wss sites?

A list web part. I want the web parts created and displayed in the portal
then also having some displayed in the WSS sites. I know how to use the data
veiw but I want the actual web part displayed??

As far as I know, except Data view web part to help do that, the orginal
format web part cannot be showed on other areas.

As I suppose, the web part's different views r realted to the schema.xml of
the area template. A list is also bound to the area. So the rich views of a
list cannot be used in other areas.
