Is this only through new purchase/trial, or is it available to MSDN
subscriptions or Partners/Resellers?

Yes this is available on MSDN.
There is download trials on the website also. You can upgrade from trial to
RTM if needed.

Just to be clear - MSDN is not a production solution, testing and
development only.
