It sounds almost like you need an ASP-type of a solution.
There used to be a product out there called LCS Buddy Manager that would do
something similar to the restricted groups. It appears to have been pulled
by the software manufacturer for some unexplained reason. The view/edit
button within the Live Communications tab can be used, but the users can
modify that information through Windows Messenger.
The search feature within Windows Messenger, from what I can tell, can't be
disabled by reg entry or GPO.
As for restricting views, it might be possible to use security groups and
advanced properties within AD groups to prevent users from seeing each
other. This is something that I haven't tried before and it may or may not
work. It will, however, be complex.
The folks on the livecomm.developer newsgroup may be able to provide a tad
more assistance.
