Since you have existing BDCs it is NOT a "native
mode" issue (as long as they are working and replicating
properly) so it is almost certainly a Name Resolution
issue.
If you have multiple subnets you likely have no WINS
server, or a WINS configuration issue.
All machines -- DCs and servers too -- must register
with the same WINS "database."
This means the same WINS server or with a set which
is fully replicated with each other.
BDCs find the PDC (to copy the domain database) by
using NetBIOS -- on the same subnet's broadcasts will
suffice.
One might also wonder why you would be installing
ADDITIONAL BDCs.... |

The most common reason this fails is because you have to
first create the computer account for the BDC using the
W2k3 version of server manager on a W2k3 DC.

Hello Sanjeevi,
I am not quite clear about your scenario. Could you please send me the
error message you got?
Generally speaking, you can try the following steps to solve the problem.
Step 1. Check Network Connection:
Please check your WINS and DNS configuration to make sure your network
connection is fine.
Step 2. Check Name Resolution:
Windows NT4 still needs NetBIOS name resolution to locate the domain. A
easy way to resolve the name resolution issue, please refer to the
following KB to create a LMHOSTS file for name resolution and check whether
the problem can be resolved:
180094 How to Write an LMHOSTS File for Domain Validation and Other Name
http://support.microsoft.com/?id=180094
Note: Please note that there must be a total of 20 characters within the
quotations. If you are not sure on this, please send me your LMHOSTS file
and I will double-check it for you.
Step 3. Check SMB Signing in Domain Controller Security Policy:
3.1 On the Windows Server 2003 DC, click Start->Adminitrative Tools->Domain
Controller Security Policy.
3.2 Browse to:
Security Settings\Local Policies\Security Options
3.3 Disable the following settings:
Microsoft network server: Digitally sign communications (always)
Microsoft network client: Digitally sign communications (always)
3.4 Restart the Windows Server 2003 PDC.
Please note that the Windows 2003 domain functional level should be in the
Windows 2000 mixed (by default) or Windows 2003 interim.
Hope it helps.
Best regards,
Frances He
