I want to repalce one of my old DC servers with a new server, but I want to
use the same server name.

I'm thinking of running dcpromo to demote the old server and remove it from
the domain and then setup the new server with the same name and run dcpromo
to make it a DC.

Does anyone have any feedback ?.

You can do so, I mean, demote the original DC, take it offline and install
the system on a new machine with the same name, then promote it to be a DC.

However, is there any particular reason to do it? What is the OS on the
current DC?

Please know Every time you install Windows, it generates a unique machine
GUID. You can install 100 machines, all have the same name, but this unique
ID will be different on every one of them. So, just having the same name
doesn't bring up a new machine in place of another one that went down. This
unique ID is "tied" to the machine account in Active Directory.

You need to re-join all clients into the new domain.

If you only want to replace the old DC to be a new DC on powerful machine,
you can promote the new machine in the domain to be an additional DC and
move the original one.
