I do have a 2003 domain. As far as I concern the Autheticate users have the
ability to register 10 PCs in the Domain. How could I limited that to 0 and
just the admin have that capacity ?

Hi,

here is an article that describes how to add more then 10 computer to
domain. You can use method 3 in this article and set the number to 0 instead
of 10 or more.

Remove that group from the security policy named in effect
Add computers to domain
