You are confusing NTFS permissions with the older filesystem
attributes, such as readonly. They are two different things that
are totally independent. For the most part the readonly attribute
of folders is not used, and, the user interface does not show this.
What is seen in properties of a folder is a three way switch that
may be used to set or unset the readonly attribute on contained
files.
