I have a 2003 AD domain with DFS running on one DC/DNS server. The domain
has two DCs so I decided to set up an additional root target on the second DC
for DFS resilience.
I also setup DFS Ring replication between the two servers.

Was this OK to do? I don't think I store user data in the root, I only
created links within DFS to other server shares...

If you haven't already, you should consult the DFS FAQ which addresses
some of your questions.

Given your configuration, you should be sure you're only enabling
replication on the link targets (not the root targets). It sounds
like you did this.

The FAQ has the following item regarding DFS roots on DCs.

Q. What are the factors to consider when hosting DFS roots on domain
controllers?

A. When deciding whether to host a DFS root on a domain controller,
consider the following factors:

• Only members of the Domain Admins group can manage a DFS namespace
hosted on a domain controller.

• If you plan to use a domain controller to host a DFS root, the
server hardware must be sized to handle the additional load. As
described in the previous question, root servers that host large or
multiple namespaces require additional memory.

with "FRS:" to make it easier to spot. Note that FRS is used to
replicate SYSVOL on domain controllers and DFS root and link targets.
